Boundary Reform

 

Introduction

The implementation of the Land Registry digital mapping project was the main stimulus for this initiative to examine current practice and develop best practice guidelines for boundary surveys as a way forward for the future. International experience has shown that once Land Registry mapping systems are converted into digital form, the inconsistencies in the maps previously hidden in paper archives become more visible, and a range of new procedures are needed to deal with them.

 

Current Initiative

The Irish Institution of Surveyors (IIS) has established a special focus group whose aims are to develop meaningful procedures to help resolve the ever increasing number of boundary disputes that occur each year in Ireland. Andrew McDonald , who is currently Secretary of The Irish Institution of Surveyors is a member of this special focus group.This is a 4 phase programme :

 

Phase 1 (2 years - completed)

The result of the 2 years work completed in July 2008 is a "Green Paper Proposing Reform of the Boundary Surveys in Ireland"

 

Phase 2 ( 1 year to April 2010)

In April 2009 the constitution phase commenced with RIAI,EI,SCS, PRA,IAVI,IPI and Law Society here in Ireland. Two meetings have taken place and work will continue at 6-week intervals until completion.

 

Phase 3 ( 6 months to Nov 2009)

The first meeting of the Focus Group took place in May 2009 to draw up proposals, which surveyors can operate without further delay. The expected launch date of the report is November 2009. This group is drawn from four company owners who are members of the IIS Council together with Dr. Paddy Prendergast. The final report will outline the necessary changes required under four headings

Phase 4 (18 months to November 2010)
